This photo shows loose-leaf green rooibos, a rather modern invention. Normally, rooibos is oxidized in a process somewhat analagous to how black tea is produced, but this batch was made by heating the plant to stop the oxidation process, preserving the green color of the leaf. If you look closely, you can see that a few of the twigs here have actually oxidized somewhat, and are a more typical reddish-bronze color like red rooibos.
